It's November 7, 1867 in Poland. Marya Sklodowska is born. She is the final child of five. Her mother, a secondary school teacher. Her father, a piano player. At this point in time, not one person has any idea what young Marya's future would have in store for her. No one would have ever guessed that this little baby would someday grow up to be one of the world's most influential thinkers of all time.

Growing up in Warsaw, the capital of Poland was quite an experience for Marya. Her and her family, located in Russian occupied Poland, were living in a very repressed society. In 1891, at age 24, Marya went to Paris to study mathematics, physics and chemistry at the Sorbonne. While studying there, she used the French version of her name; Marie. She met her future husband, Pierre Curie, while looking for a lab big enough for her equipment. Later, she received her Masters Degree in Mathematics.

Marie found out about Henri Becquerel, who was studying X-rays and their effects, and thought it was the perfect subject to write her physics doctorate on. Becquerel discovered that uranium salt left an impression on a photographic plate, and it was now Marie's goal to try to understand the effect of the Uranium. Marie actually came up with the term "radioactivity" herself. Together, she and her husband discovered that radioactivity wasn't a result of a chemical reaction, but it was the property of the atom of an object. They soon found out how other elements besides Uranium were radioactive. She discovered those elements in 1893, and called them Radium and Polonium, after her home country.

Soon radium was being used to treat malign tumors. It was called Curietherepy. Together with Becquerel, in 1903, Marie and Pierre were awarded their first Nobel Prize for Physics for their discovery of natural radioactivity. She soon became the first woman to ever be appointed as a professor at the Sorbonne. In 1911, she was awarded another Nobel Prize for chemistry for determining the atomic weight of Radium.

During the war, the X-ray machines were used to find bullets in the skin. Many lives were saved during that time, thanks to Marie. When the war was over, she went back to work at the institute along with her oldest daughter, Irene. Then, nearly blind, and radium burning her fingers, Marie Curie died of leukemia in July, 1934. Without her discovery, medicine would not have progressed as much as it has today, and because she discovered Radium, she is still saving lives today.

These types of therapies include cognitive-behavioral therapy, exposure therapy, and group therapy. "Medications can help ease associated symptoms such as depression and anxiety." Exposure therapy is a form of cognitive behavioral therapy used to help people who have experienced traumas. My teacher has asked my fellow classmates and I to participate in this contest. I have made research and I decided the names should be Lewis and Clark. The reason I chose these names is because the rovers and Lewis and Clark have plenty in common. They both worked together as a team, they suffered new conditions, and Lewis and Clark were successful on their journey so I believe that the inspiration would be great. My first reason is, Lewis and Clark worked together as a team. If the rovers are going to do well and success then they're going to have to work together. They can't do it without teamwork, they need the teamwork that Louis and Clark used on the trail. Working together is the key to success. I know that if a friend and I are trying to do something, we get frustrated, but when we really think about what we're doing, and use our skills combined, it always turns out. So if they work together they will succeed.

Second, Lewis and Clark suffered many new conditions. When they met new places, they didn't know what they'd see or what it'd be like there. They entered new worlds, not sure if they would make it. The rover's mission couldn't be described any better. They're entering a new planet that we don't really know about. They might not be built for the things they are going to interfere with, but we can all sure hope they are. We sure can hope they succeed too.

The last reason I think the rovers should be named this is the fact that Lewis and Clark had a successful journey with noteworthy accomplishments. They were first to describe in detail the many plant and animal species new to science. They provided a better understanding of the range, habits, and characteristics of many species. I think we all hope the rovers will do the same, except they'd make discoveries with unknown species. This mission is hoping to be successful and I believe that Lewis and Clark are great names they can take up on because they accomplished great things.

So, in conclusion, I strongly believe that the names chosen should be Lewis and Clark. One reason, because they worked together as a team. Two, because the rovers are going to be experiencing lots of things Lewis and Clark did, like new grounds and new conditions. And third, because Lewis and Clark were successful, meaning their names are two great names to use. I think that these are exquisite names and I will be happy if these were picked, and hopefully NASA will too.

In your article "Documenting Blackness," you introduce the idea of an African-American museum and the problems that have risen through this proposal. An African-American museum is a great idea to memorialize the ideas and history of the African American people. The truth is, Congress should not deny the funding for an African-American museum. Problems will arise with the proposal of this memorial but the general public and more importantly Congress cannot turn down this request. Other problems include funding and the fact that not every historic event is able to have their own building for a monument. However, such an important history is too significant to go unrecognized without a national monument.

What makes the African American history so important is the significant impact that it had on shaping American history. Such events as the Civil War and the Civil Rights movement stem from the effects of slavery in America. These two events alone have shaped America into the society that exists today. Resulting from the Civil Rights movement, racial prejudice is one of the most discussed topics in our world today. Therefore, it is obvious that their history has not been ignored by any means, in fact African-Americans are the most studied and discussed of any race of people. . The matter of documenting and honoring such a triumphant history is something that needs to be done. No other race of people has ever overcome such adversity. Again, the idea that not every historic event can have their own building is a very plausible argument. Because African American history has played such an intricate role in shaping American society, a national monument or museum is something that needs to be built.

The main thing that must be revealed through this memorial or museum is the events and the people that have been affected by them. The most important factor is that they should not focus on the heritage and culture of the African American people. This section of their history is well shown in most historic based museums. The idea is to dictate and retell the stories and histories of the African American people during the period of massacres and slavery in Africa and America. It is very important to focus on the history as an event and not a place to express the culture of the African American people. To best express this history, a memorial building would be ideal. If anything, it also adds to the American culture as well and gives us a more diverse and historic outlook in our museums. The museum would be a tribute to the slaves and victims and a landmark to an important era in American history that we still see the effects of today.

One problem that usually surfaces when dealing with national monuments is with funding. In most cases national monuments are funded by private organizations. For example, the Holocaust museum is built on land donated by the federal government and funded by more than 200,000 private donations. The law states that all funds for planning, constructing and servicing the Museum need to be raised exclusively from private, tax deductible contributions. The entire construction process cost approximately $168 million and took around four years to complete. On a larger scale, the NAACP is an organization that far exceeds any set up for the Holocaust museum. Just the funding from their organization alone is something that the Jewish community was not able to count on. To just deny the African American community the chance to begin getting sponsors is something that shouldn't be done. There is no reason to restrict the African American community nor anyone else that wants to raise the money to build this.

A great example of what this museum would be like is the Holocaust museum. It was nearly ten years ago that the United States Holocaust Memorial Museum opened. This national monument and museum is in honor of the to the millions of Jews that died in the holocaust. What makes this such an important example is that the events of the Jewish holocaust is no different than the massacres and holocausts that took place in our own country and in Africa with the African people. Yet will place more emphasis on the Jewish holocausts than we do with the African holocausts. True, the South "was no Auschwitz" but the African American people were tortured and murdered just as the Jews. The biggest difference was that this happened in our own country. Yet, people feel the need to deny the African American people the right to tell their story. They should not be allowed to pass what monuments they want built and ones they want over looked.

The history of the African American culture is an event in our history that still shows it effects in today's society. The events significant impact on shaping American history is something that can not be overlooked and must be represented through a national memorial. Due to the innumerable private organizations that will sponsor this campaign, funding will not be a problem for the African American museum building process to get under way. The funding process and importance of a national monument can be clearly seen through the Holocaust museum. If the National African American Museum is anything like that of the Holocaust Museum, I don't see any regrets or concerns in the near future. It is a great idea and is something that America should be proud to endorse as a memorial.

She has made five CD's in Spanish before she came out with her cross-over album "Laundry Service". She has recently started up her first arena headlining tour in the U.S. to show who she really is. She wants to get rid of the pop icon image that the MTV generation has portrayed her as.

Shakira was born in Barranquilla Colombia and moved to Miami as a teenager. She is now twenty-five and still lives in Miami with her parents. She started writing and playing guitar a t a very young age and was considered a child prodigy. To Latin America she has been around for seven years. She was not a new artist when recently came out with her single "Whenever Wherever", I was a bit surprised, but still pretty anxious that she was coming out with a new CD not as much that it was in English. I have been a fan of hers since 1996 when her fist CD "Pies Descalzos" came out. And since then she has been a rock and roll star since then, but the U.S. has gotten the wrong idea about her.

Unlike most pop stars, Shakira writes all her own songs. The only time she had help from other people was with the cross-over album. Everything is completely original and she is one of a kind. I was not too thrilled with the English album. The quality of her lyrics was nowhere close to her previous CD's. The few songs in Spanish that were on the album kind of showed her real potential that she has to write and make music. I attended her concert on Jan. 18th and there was where she really shined. In that concert she showed her rock side and she fit into it perfectly. She is truly a rock star, and I have always known that, but the rest of America hasn't had the chance to see her firmly planted roots that come from rock and roll. She was influenced by some of the greatest rock bands of all time, how can she not follow through with them in her own work. Pop star, I don't think so.

In all, I can't really hate anything she does because I truly admire her as an artist. I don't think she needed to cross-over, because in Latin America she was already a superstar wherever she went. But and artist like her I guess has to be shared with the rest of the world and needs to surpass boundaries. She didn't even speak English fluently, and she wrote a whole album. That takes time and intelligence. Her love for rock and roll shows through her later music, and if you listen to her CD you will see glimpses of it here and there. But her greatest accomplishments have been her earlier works. Her first language is Spanish, and she thinks in Spanish, so naturally she can express herself better in her native language. Her English cross-over was not a complete disaster, but hardcore fans as myself know that she can do more than what she gave in that album. But she still is the one person in the world I want to be when I grow up.

Penguins are an old type of bird, having traces back to 45 million years ago. Penguins are said to be evolved from ostriches. Penguins, like all other birds are warm-blooded. The southern hemisphere is the only place you will find penguins. This is thought to be because of the way the islands' coasts are structured. The rocky coasts found commonly in the northern hemisphere are dangerous to the penguins, because of their loss of cover. Contrary to belief, penguins live in more places than just cold regions. In fact, penguins have been seen to live as high north as Ecuador. Penguins feed under water, killing small fish for food. Penguins have a unique coloration that makes them popular. People compare this to that of a tuxedo. There is a reason behind this feature. When you look down into the water, it looks dark. That is why the penguin's back is black. It blends in with the darkness of the deep water. When you look up from below the water, it looks bright. The penguin's white front blends in with the brightness of the surface of the water.

The largest and smallest species of penguin are the emperor and fairy; respectively. The emperor is the most populous species on the planet. The taxonomy of the penguin are as follows: kingdom, Animalia; phylum, Chordata; class, Aves; subclass, Impennes; order, Sphenisciformes; family, Spheniscidae. The major species of penguin are the Aptenodytes, Pygoscelis, Eudyptotes, Spheniscus, Eudyptula, and Megadyptes. One unique type is the crested penguins. These penguins have riffs of feathers around their head. The different species of crested penguins are easily identified by the coloration of these crests.

Penguins' bodies are adapted to their environment very well. This is why they have been around for so long. Penguins must take in lots of food to complete their metabolic activities needed to stay warm. This has caused them to need a large stomach. For this they lose their ability to fly, but gain the ability to withstand the long periods of cold. Penguins' feathers develop special oils that keep water away from the penguin. If it weren't for this they would catch hypothermia very quickly. After time, these feathers will lose their oil and become damaged. Unlike hair, feathers grow once and never grow again. To repair their feathers they must go through a process called molting. While molting, all the penguin's feathers fall off, and it grows new feathers. During this period, the penguin has little protection from water, so the penguin must stay on land. This is because the new feathers haven't developed their oil yet. The whole molting process usually takes three weeks. Before the penguin molts, it must take in large quantities of food, like the mammals do when they hibernate. The legs of a penguin are very small. They are covered in feathers, and hard to see. Penguins waddle on these small legs, not because the legs are small, but because it saves energy. Instead of having to move all the leg muscles, the penguin just needs to move a few. The penguin must keep all energy it can, because it gets its heat from energy. Blood travels to these legs in a special way. The blood is actually heated up when it is sent to the legs. This is to keep the legs very warm to keep from freezing to the ice. Penguins have developed a special eye. This eye has very strong light focus in front of the penguin and has very keen sense to blues. Reds and yellows are filtered out, because they are what causes the blur we humans see when we see under water. The penguins also have a disadvantage: their field of view. Their eyes' sight only overlaps at a small portion above the beak.Without both eyes overlapping, it is hard to tell how far something is. However, their overlapping sight is very good below them. Because of this, a penguin will swim above its prey, then it'll dive at it. If it just dived at it normally, it wouldn't know how far to dive.

Predators of the penguin are divided into two categories. Land and water killers. The land killers are the giant petrel, predatory gulls, sheathbills, and some sea gulls will feed on penguin eggs. In some areas, even dingos, rats, cats, and dogs are the predators of the penguin. The water killers are leopard seals, fur seals, whales, and sharks. The whales and sharks only attack penguins of the tropical or sub-tropical environment. Penguins from New Zealand, South Africa, and Australia are most threatened by sharks. Penguins in the Antartica are most threatened by seals.

Penguins are said to be probably first seen by the Portuguese explorer Bartholomeu Diaz, although no proof has been discovered of him actually seeing the penguin. The first recorded discovery was by Alvero Vello. He sailed with Vasco de Gama in 1497, around the Cape of Good Hope. He wrote in his journal about penguins, for which he called otilicarios. He wrote "They're as big as ducks, but cannot fly because they have no feathers on their wings. These birds, of which we slaughtered as many as we could, cried like donkeys...". Of course, he failed to realize that penguins do have feathers on their wings, so the reason they can't fly is not because of this.

He had always had this idea of sort of starting his own organization and have it geared towards people who like hunting. It now has thousands of members and is a great success. Why is Ted Nugent significant? He not only is one really good guitar player but he is true to his beliefs. He has crossbred hunting with rock and roll. He has changed the way people think and has made them more informed about guns mainly. He has given the second amendment and new, bold meaning. Being against gun control, I do share some of his feelings on guns. I also dig his music because of his adrenaline and great guitar playing abilities.

The turning point for Ted would be when he went hunting for the first time at the age of ten. For the first time in his life he realized that hunting was the thing for him. Ever since then he has never missed the first week of deer hunting season. Ever since then he has realized that he was put on this earth to uphold the second amendment. Ever since then he learned that Rock 'n 'Roll is the only way to go. He will never forget that first day of hunting with his dad.

Increased efforts for seabird restoration, research, and monitoring are clearly needed in California's four national marine sanctuaries, Gulf of the Farallones, Cordell Bank, Monterey Bay, and Channel Islands. Over the past 200 years, seabird populations in California have been negatively impacted by a multitude of anthropogenic threats, especially oil pollution, gill net fishing, contaminants, disturbance at breeding colonies, loss of nesting habitats, and depredation.

Populations of several resident seabird species have declined and/or experienced poor reproduction. These include ashy storm-petrel, brown pelican, common murre, marbled and Xantus's murrelets, and least tern. Even with substantial efforts over the past few decades by federal and state agencies to protect seabirds, many populations and breeding colonies have not recovered to historic sizes or distributions, apparently due to a significant extent to massive past impacts and continuing anthropogenic impacts from several sources. Oil pollution, in particular, will occur into the foreseeable future given extensive oil tanker traffic into Los Angeles, San Francisco, and other ports; continued offshore oil production in Southern California; and chronic, illegal discharges by the shipping industry. Restoration projects are needed to reduce the impacts of certain anthropogenic sources on seabird populations. In conjunction with other management actions, restoration projects should allow many seabird populations to better sustain future injuries and to recover over time.

The National Marine Sanctuary Program has become a major partner with the California Department of Fish and Game, U.S. Fish and Wildlife Service, and the National Park Service to develop and implement large-scale restoration projects for seabirds in California, using funds from oil spill settlements. The first major seabird restoration project was initiated in 1995 and aims to re-establish a former breeding colony of common murres at Devil's Slide Rock south of San Francisco. About halfway through its 10-year planned duration, this project has had considerable success towards reaching this aim, with about 75 breeding pairs of common murres in 1999. A second project, initiated in 1998, involves public acquisition of residual old-growth forest in the Gazos Creek watershed.

Common murres (Uria aalge) nest in the densest colonies of all seabirds. Females lay one egg per season, holding the large pointed egg between their legs. Egg losses are high because of predation and disturbance by eagles and gulls.

The acquired land is used as nesting habitat by threatened marbled murrelets. By effectively managing this property, potential loss of nesting habitat through logging has been prevented, and reduced forest fragmentation and reduced disturbance should lead to reduced nest depredation and increased breeding success in this and neighboring areas. These two projects have helped to restore seabirds in the Gulf of the Farallones, Cordell Bank, and northern Monterey Bay national marine sanctuaries, using funds from the Apex Houston oil spill settlement.

In this paper the authors test three hypothesis. The first is whether parameter estimates derived from analyses of local government budgetary aggregates accurately reflect the demands that would be expressed by individual citizens. The second is to test the Tiebout hypothesis that citizens with similar tastes for public goods will live together in jurisdictions that supply these goods with economic efficiency. The third is to compare actual public goods to desired public goods. I will respond to each of these hypotheses and its results.

In the first hypothesis, Gramlich and Rubinfield come up with mixed results but then state that public services appear to be distributed in a prorich manner. While in education this is confirmed by their results, My interpretation of their results in other spending areas is different. In fact, they state themselves, "evidence concerning other local public services is more spotty and less conclusive." After making a statement like that how can they make the generalization that all public services appear to be distributed in a prorich manner.

The second Tiebout hypothesis, was a bit difficult for me to swallow at first. I did not believe that individuals are that calculating when deciding where to reside. However, Gramlich and Rubinfields results have convinced me. I guess my suspicions are grounded in the fact that the area I live in is rural compared to large metropolitan areas such as Detroit, where there are several separate communities, rather than one large community like Las Cruces.

The third and final hypothesis, median voter hypothesis, seemed to me to be the next appropriate step in this analysis. If the median voter demand was not met by actual public spending then it would not make sense for individuals to base residence on public service. Gramlich and Rubinfields results were what I expected after reading the results from the Tiebout hypothesis.

In conclusion, I have only one statement. While all these results are a confirmation of the three hypotheses, these are only true in the Detroit area. These results can not be generalized to the entire United States. It would be interesting to see if these results hold true in states that have smaller populations and less urbanization.

In order to demolish his competition he would do such things as buy them out or attempt to bargain for items and buy them for a cheap amount. They would also do things such as buying the strongest men which allow them to work faster they would get these men at any extent even if it meant getting them from there competitor. They also did things such as watch the competitor's shipments and they would be in co-operation with the railroad men in order to do this. These steps taken by Rockefeller led to our economic success as a country even though his ways may have been unorthodox however without his practices big businesses such as Microsoft would not exist today. Many years ago, when the Liberal's set up the pension in 1909, many perceived it to be an excellent idea. It meant contributing a very small amount from your salary to the government. In years to come, you would be guaranteed a pension fund. Working class people no longer had to worry about reaching old age; they could retire in comfort, with the government providing just the minimum income to get them by on. Most were very content with these payments. However, there was scepticism, some thought people were "sponging" off the state, taking advantage of the system. Nevertheless, it proved to be a great success. A mixture of taxation and working life contributions would fund the pension, for many years to come.

The pension worked extremely well, simply because our population was having many more children. This was due to a variety of reasons. Some being early marriage, some places still weren't accustom to birth control amongst other reasons. All these factors contributed to the pension working well. Essentially, there were few old people and many young people. Fundamentally, the young could afford to fund the pension because of the big gap between the young and old. In 1974, the life expectancy for a male was 69.2 and female 75.5.

However, problems started to crop up in the early nineties. Birth rates were dropping for a number of reasons. Less people were getting married, because there wasn't such a pressure. Traditional values such as marriage were being dropped in for the way of equal opportunities. Women were going on to study, like men and get jobs too, postponing childbirth. The attitude of women having to stay home to look after the children was eventually being dropped. Women, naturally, had the desire to achieve something. This was their perfect opportunity to take education further. As they come out of education, and into jobs, other commitments may not let them have children, and as females age, the chance of conceiving decreases. Marriage does not also play such a big part in our society In addition to all of the above, the expense of marriage is a big concern to many and homosexuality is fully accepted nowadays, giving women and men a better option.

While birth rates were dropping, death rates were as well. Health care was improving dramatically, with medicine breakthroughs, postponing the lives of the "older" nation. In 1997 it was estimated the average life expectancy in England was 79.7 for a female and 74.0 for a male. Compare these figures with those of 1979, 69.2 for male and 75.5. It is also expensive to maintain old people's health. An elderly person uses three times more health services of a person between 15 and 60 years. More elderly people will be dependent on fewer working people.

Talking of medical breakthroughs, a new pill administered once-a-day supposedly cuts the chance of having a heart attack by 80%. Most people think of men, not women, as having heart attacks. But heart disease is the biggest single cause of death for women in the UK. In 1997, 64,000 women died of heart attacks in the UK, compared with 76,000 men. About 1 in every 5 women in the UK dies from heart problems. Although most of the deaths are women over the age of 65, over 4,000 women die each year before the age of 65. Imagine if this pill's claims are true; this would mean a larger number of women (and men) would live longer, putting a heavier strain on the economy.

The Tories claim having more children is the key to the pensions crisis and economic growth over the next 50 years. The shadow work and pensions secretary, David Willetts, launched a pamphlet on "birth dearth". He also urged the British people to have more children, or "disastrous implications" could be the outcome. In the pamphlet, called "Old Europe?" Demographic Change and Pensions Reform and written for the Centre for European Reform, Mr Willetts claims we are having less babies than we want.

In a speech in London, he claimed it was good news that life expectancy is improving. These are not extra years of miserable incapacity; if anything we die fitter than before. This speech is a desperate cry to encourage people to continue having more children.

One option some people have considered is to offer free IVF treatment for all that need it. However, there are many negative points that would outcome of this free offering. One of the most forthcoming is the huge financial strain it would have on the NHS and the Government alike. We can all safely agree that the NHS isn't an excellent service, and in some parts of the country it is very poor. Perhaps the money that would be spent on IVF should be spent on basic improvement to infrastructure of the NHS. The cost of IVF cycles are between $6,000 and $10,000, plus $2000 or more for required medicines. Adding procedures such as ICSI to help the sperm penetrate the egg can add another $1000 or more. If you multiply these figures by all those that can't conceive, it quite possibly would be the most expensive treatment ever.

Conclusively, I don't think introducing free IVF treatment is the solution. The expense is to much of an issue and comes back to the original problem of relying on tax payers to pay for the service. The only possible way to solve all the problems arising is to abolish the pension. Unfortunate as it is, you can't force people to have children they don't want. Maybe at a later date re-introduce the pension when birth rates rise again. Private pensions are the only way that everyone can benefit. Up to now, people have lost large amounts of money due to private pensions. Factors as such would need to be sorted out completely until the system is fully implemented. Expenses we endure such as health care and housing for elderly people is costly as it is, let alone any more expense.

For centuries unique minority cultures have struggled for their rights as humans and as individuals. They have been oppressed and pushed into the background of society to become unrecognized by the rest of the world. In the twenty-first century it is thought that this kind of oppression has practically been abolished in Canada. Is it so? Quebec, which is the largest territorial province in Canada and is the only one to have adopted French as its official first language, has been struggling for its recognition for the last four centuries. In the last two decades alone, two referendums have been held by Quebec's government to gain recognition from the rest of the world as a distinctive province separated from the rest of Canada. The first, which was held in 1980 under the leadership of Rene Levesque, was a failure by a margin of 16.4%. The second, which was held fifteen years later in 1995 under the leadership of Jacques Parizeau, was also a disappointment for the separatists as they lost by a margin of only 1.2%. These two events have greatly impacted how Quebecers feel about the separatist movement and how the federal government responds to the possible separation of Canada. These defeats have done absolutely nothing to generate a Quebec separatist sprit amongst the province's population. Rather these two losses have done everything to bring the separatist movement to a practical stop and to make the federal government devise ways to keep its country intact.

Rene Levesque, premier of Quebec from 1976 to 1985, presented the Quebec National Assembly with a white paper proposal for a provincial referendum on August 24th 1977. After almost three years of very emotional debating and bitter negotiations, Levesque was finally able to set a date for the referendum. He announced on the 15th of April 1980 that the referendum campaign would last only 35 days and that the referendum would be held on the 20th of May 1980. As history has revealed Levesque lost the referendum by a margin of 16.4%. One of the main reasons why the Parti Quebecois was unable to gain public support for the separation of Quebec was that they were unable to assure the public of the future of an individual Quebec. The public feared that if Quebec were to leave Canada that they would be put in to economic turmoil.

Some advocates of unity warn that Quebec independence could gravely impair the province's economy. They say its long-term economic security may be jeopardized since the province would lose the financial support of the federal Canadian government during economic hard times. According to figures collected by Statistics Canada, Quebec receives more money in federal outlays than it pays to the federal government in taxes. In 1994, for example, Quebecers paid an estimated $30 billion in taxes, employment insurance premiums and other outlays to the federal government, but received $41 billion back in the form of pension payments, health and education money and other services. Quebec's secession from Canada could result in the loss of billions of dollars in federal funds, which may force Quebec to cut social and health programs.

This uncertainty of the future caused most undecided voters who came out to vote in the referendum to decide against sovereignty. English Quebecers took into account Bill 101 and felt that if Quebec were to successfully separate from the rest of Canada, that they would be discriminated against and that their language rights would not be respected.

Consequently, the majority of English Quebecers decided against sovereignty. The loss of the 1980 Quebec referendum let the federal government sigh in relief, but they knew that something would have to be done to assure the unity of Canada. Therefore, on the 22nd of May 1980, two days after the Quebec referendum, Prime Minister Pierre Elliot Trudeau announced a new round of talks would begin between the provincial and territorial leaders to rewrite the Canadian Constitution.

Jacques Parizeau, premier of Quebec from 1994 to 1995, is an extremist sovereign who called for a provincial referendum in 1995 to negotiate Quebec's political future with Canada. The question that he formed for the public was, "Do you agree that Quebec should become sovereign, after having made a formal offer to Canada for a new economic and political partnership, within the scope of the bill respecting the future of Quebec and of the agreement signed on June 12, 1995? Yes/No."

His question was argued to be confusing, and misleading to the public. Although debated, the format of the question was unchanged and the referendum went on as scheduled on the 30th of October 1995. Once again the "NO" side prevailed. This time however, it was only by a slim margin of 1.2%. Parizeau, in a speech on the 31st of October, blamed the loss of the referendum on the money and ethnic vote. His comments would force him to resign his position as premier of Quebec the following day. The loss of the referendum was not only because of the money and the ethnic vote, but also because of the votes of many francophone Quebecers. They believe that if Quebec were to separate from the rest of Canada that French would halt to be recognized by Canada as an official language and would therefore become extinct from the other provinces. The federal government, after having witnessed the close defeat of the referendum, continued talks with Quebec to rewrite the Canadian Constitution to make the Province feel welcomed by the entirety of the country. To get rid of the threat of possibly having Quebec separate from Canada because of a small majority vote in a future referendum, the Supreme Court of Canada issued a ruling in 1998 that stated Quebec could not become a sovereign state without first negotiating the terms with the other provinces and the federal government.

The referendum defeats of 1980 and 1995 for Quebec have been looked upon by the people of Quebec as a slap in their provinces face. They know that each time she is offered her freedom she is shamed by being denied it. Support for a sovereign Quebec has dropped because of these defeats. The current premier of Quebec, Bernand Laundry, has stated many times that he will hold a referendum to determine Quebec's future with Canada. Laundry may just end up like Levesque or Parizeau, an extremist sovereign politician who, wanting to free Quebec, just imprisons his land further.

Rene Levesque and Jacques Parizeau were both unable to bring their dreams of a separate Quebec into the real world. However, their efforts were capable of making the federal government respond to the wants of Quebec. They both successfully brought the rest of Canada to realize that some sort of action would have to be taken. The downside to their defeats has been the fall in support of separatism. Will Quebec ever become an independent nation? Only time will time will tell. As for the current polls they suggest she wont.

The white walls seemed to go on forever. Bleak and monotonous the tunnel seemed to swirl towards a centre that contained everything that a man could dream of. It seemed at the end of this corridor, which seemed to stretch for years lay the secret, the answer to the question, the reason for it all.

"Lights out!".
The sharp cry and solid clonk of the lights turning off disturbed patient number 55 from his daze. The sudden drift into darkness registered a look of mild surprise in his face, before it fell back into the limp, placid form it had held for nearly 8 years. It was the same for all the patients on the long-term ward at the James Fletcher Hospital. Every day the nurses and doctors would look for some kind of recognition to the outside world from the patients, something that offered them the slimmest hope that they had some idea of their surroundings. The days dragged on turning to weeks and than years, and still the same routine continued, the same dreams where dreamt and the lives of the people within the home continued, hidden from the view of the ignorant outsiders.

Patient number 55, had a name that he had long ago forgotten, an identity that was well since buried and dead, and his eyes no longer shone with the fires of life and passion. To him life was a chore, a monotonous train that rode round the same circle of track, never stopping at a station to break the routine, only continuing at the same pace it had always been at, The it would always be at. Considered insane by the outside world, patient number 55 had been shunned by all who had seen him, and dismissed as mentally ill. Never had he known of things like love and compassion, since that fateful day, when the people he had called family, had let themselves be free of his burden and everlasting demands, and he was placed in the Asylum. "His new home." They had told him. "Somewhere, where the people will look after you and keep you safe,". The absolute irony of this statement had stared him in the face for his first weeks, until the institution slowly but surely broke him down to the weak specimen of a human that he was now.

Slowly, he felt the pills start to kick into his body. His eyes began to drop, his back and leg muscles beginning to relax. His mind strained with all its might to stay awake and conscious, for he was afraid of the dreams that he knew would come. Never a night since he had entered the building, had he been able to sleep without drugs. And always with the drugs came the dreams of him constricted, not being able to move. Buried alive.

And always, he would be awakened from his terror by the bright lights, which symbolized another day in the place. Gaol by day, Terror by night, was the life of patient number 55. With know one who would want to help he was alone.

The sun went down and up. Autumn turned to Winter, which turned to Spring. Wars where fought. World Cups in many sports where won. Cures for diseases where discovered, and animals where cloned. Yet to Patient number 55 and the rest of the ward on the insane block, none of it mattered. They remained deaf and dumb to anything outside their own pitiful existence, because a muted mind is easier to control.

Racial profiling has become a major issue in the political field as well as in the area of law enforcement. The huge controversy that has been stirred up on this issue is well earned. The beneficial aspects of racial profiling are strongly supported by statistics that display that racial profiling is an effective measure for fighting crime. However, there are diminishing effects on certain minority groups because of the opinion that minorities are constantly being unreasonably suspected of wrongdoing. Although racial profiling is not the idealistic procedure used to be an effective crime fighting measure, the statistics clearly show the benefits of using it as a factor in fighting crime. The belief that despite the benefits of racial profiling it should be abolished is a preposterous idea and is merely a desire for an unrealistic solution.

Racial profile is a very effective method of fighting crime in the United States. Only because people feel that they are being judged totally by race, when in reality it racial profiling is just one factor used in suspecting a criminal, is not a valid argument for the abolishing of this practice. The statistics clearly show that there are many legitimate reasons to exercise racial profiling. There is no fault in going by the statistics no matter how lopsided they may appear to be in the disadvantage of a particular minority race. There is reason why the police can not be more suspicious of black people when the facts show that twenty-five percent of violent crimes committed in the United States are committee by blacks, when if fact blacks only complete twelve percent of our total population. Such strong statistics give the law enforcement the right to be more suspicious of a black person especially if they are in neighborhood that appears to not fit their character.

Many people try to deny that facts that racial profiling is an effective method in law enforcement, however there is no legitimate argument when so many facts prove otherwise. Even one of the most leading activists against racism, Reverend Jesse Jackson says "There is nothing more painful to me at this stage in my life, than to walk down the street and hear footsteps and start to think about robbery and then to look around and see somebody white and feel relieved." This is an excellent example of how racial profiling can't help but be believed and supported by even one of the leaders of African Americans. It is an obvious truth that racial profiling when not taken to extreme is a very useful and beneficial tool to be able to have. Many people also try to use the angle that racial profiling is racial discrimination when in fact it is only a generalization factor and rationalization of the type of person in a particular environment.

The argument that racial profile is based on racism is completely false. Facts are facts, and in this particular category they simply show that minority groups in certain areas are responsible for most of the crime in our country. There is more logic used in the process of racial profiling than only whether or not a person is a certain race. For example, if there is a white person in a black neighborhood that looks like he might be a drug buyer, then police can use that factor along with other suspicious factors to question him. That is not a racist act at all, and this occurs with many different races in many different situations. The Eighth Circuit Court upheld this position by stating, "facts are not to be ignored simply because they may be unpleasant." This simply says that just because the facts may seem to be unfavorable to certain minority groups we cannot ignore their existence. The logic behind the idea of abolishing racial profile is simply someone desiring and solution that is unrealistic. That solution has to somehow have the benefits of racial profiling, but in a manner that does not suggest bigotry towards any race.

Racial profiling is a method that needs to continue to be instituted throughout America today. There is no basis for argument that has legitimate reasons for it to be abolished. Although racial profiling is rarely taken to the extreme of totally using race as a factor, those who do such should be punished accordingly. However, benefits of it in law enforcement are significant enough to justify its continuance. The facts don't lie, certain races commit a majority of the crime in America, therefore, racial profiling needs to continue as a method of determining whether or not a person is criminal suspect.

When the Harris Poll asked an opened question, only one percent thought gun control was important, although that one percent is the two most important issues for the government to address since guns are associated with crime/violence.

How many people die from firearms, and what are the age ranges?
In 1994, among children ages 1-4 years, homicide was the fourth leading cause of death, among children ages 5-14 years of age; homicide was the third leading cause of death. Of all firearm related deaths, 55 percent were reported as homicides; 20 percent were reported as suicides; 22 percent, as unintentional; and 3 percent, as intention undetermined. Rates for the U.S. were compared with rates based on twenty-five other countries were, 57 million for the U.S. (majority 15 and under) and 104 million for the other 25 countries.

What kind of firearms is causing the deaths or injuries?
Forty-eight percent of the deaths were from handguns; 22 percent were from shotguns; 17 percent were from refills; 16 percent could not be traced to a specific type of gun, and 1 percent was from an air rifle.

Guns in the home.
Investigators have also found that keeping a firearm in the home is associated with a risk of homicide. When Kellermann did a research on "gun control", with one of his comparison he compared how many people had dogs in their homes to how many people had guns in their home. The studies showed that out of three hundred-five matched pairs 94 people had dogs in their homes and 174 people had guns in their homes.(one hundred thirty-five handguns, fifty shotguns, forty-five rifles) One hundred-five of these people keep these fire arms unlocked and, ninety-three of these people kept their guns loaded. Kellermann and his colleagues found no protective benefit of gun ownership in the home.

If we know that keeping firearms around in the home is so dangerous, why do millions of people continue to do so?
The primary reason is for protection. Gun owners indicate that they believe guns protect them from intruders. We do not know exactly how many firearms protect people but we do know that when guns are readily available, children accidentally kill their siblings and friends, depressed people impulsively kill themselves, and teenagers settle minor arguments with guns rather than words or fists.

What they tried to do and what they have already done?
In 1994, Congress proposed the Brady bill, which mandates a five-day waiting period and background checks before a gun may be purchased. (I think they have already passed that bill dough that it will be very successful but, every little step counts.) In recent years police department across the country have led a campaign against possession of certain types of weapons and ammunition, and at least five states legislation have made laws that ban citizens to carry concealed weapons. Some states also have gun buy-back programs.

Should they ban handguns?
The Gallup Organization has found that Americans support stricter handgun laws, they stopped short of favoring an outright ban on private possession of handguns. Only 39 percent thought there should be a ban, and 60 percent thought there should not.
